SUMMARY OF THE POLICY ON TRAFFIC DEVELOPMENT AND BEST POSSIBLE USE OF INFRASTRUCTURES

TARGET

The Traffic Development Policy aims at ATTRACTING INCREMENTAL TRAFFIC to our station.
The incentive system hereafter exposed is conceived to be a guideline for such development, to regulate it according to TRANSPARENT AND NON-DISCRIMINATORY PRINCIPLES, making the best possible use of the Airport infrastructures.
SYSTEM (GUIDELINE):
• TRANSPARENT
• EASILY ACCESSIBLE
• FAIR
• NON DISCRIMINATING
• WELL DEFINED IN TIME
• ORIENTED TO AWARD INCREMENTAL TRAFFIC
• MEETING WITH BUSINESS AND PRIVATE INVESTORS’ REQUIREMENTS
• ORIENTED TO BE MORE AWARDING THE LARGER INVESTMENTS ARE
• SPECIALLY INTERESTED IN STRATEGICALLY RELEVANT INITIATIVES
• ONLY ADDRESSED TO SCHEDULED CONNECTIONS 1
• AWARDING FLIGHT OPERATIONS BEYOND PEAK HOURS
PARAMETERS
The most commonly used parameter to accord incentives is a pre-fixed AMOUNT per DEPARTING PASSENGER (DEPAX), multiplied by the NUMBER OF PASSENGERS taken as valid and responding to the standards required in that case.
The incentive amount:
• Is EX POST, i.e. it is granted at the end of EACH IATA SEASON referred to as in the contract
• Is assessed after it has been VERIFIED that all the pertinent REQUIREMENTS and OBLIGATIONS concerned with that specific category are fulfilled.
VALIDITY
This Policy will be applied starting from IATA WINTER SEASON 2008/09 until further notice .
APPLICATION CASES ( separate, not to be combined)
1. NEW DESTINATIONS
2. ALREADY EXISTING DESTINATIONS
3. NEW STRATEGIC BASE
4. LONG-HAUL DESTINATIONS
1 if a connection obtains clearances as a charter connection, it will be included in the incentive scheme only if:
• Operated regularly, for the whole IATA season , to strategically relevant destinations;
• There are evident obstacles that do not allow the carrier to get a scheduled-flight slot (e.g. blocked bilateral agreements).

1.
NEW DESTINATIONS

Range of application:
Start-up of new scheduled connections, having at least 2 WEEKLY ROTATIONS (2/7).
By NEW DESTINATIONS we mean the ones that are not connected to BLQ by a direct scheduled flight or those that have not been served in the 2 last IATA seasons.

2.
EXISTING DESTINATIONS

Range of application:
The incentive system is only applied to INCREMENTAL TRAFFIC.
By INCREMENTAL TRAFFIC we mean the difference between the number of passengers departing from BLQ, transported by a single Airline, to a given destination, within a given period of time, and the corresponding number of passengers transported within the same period of time during the previous year.

3.
NEW STRATEGIC BASE

Range of application:
New strategic base of a Carrier
By NEW STRATEGIC BASE we refer to the case when important traffic volumes are developed by a Carrier in a short space of time, aiming at the best possible use of the airport infrastructures and at the best distribution of traffic over “off-peak hours”.

4.
LONG-HAUL FLIGHTS

Range of application:
For the peculiar commercial and operative features, a different incentive scheme is conceived for long-haul connections, considering their primary strategic relevance.
By LONG-HAUL CONNECTIONS we mean all the flights reaching destinations outside Europe2 and outside the STATES of the MEDITERRANEAN BASIN.
This incentive scheme will be applied to Carriers who operate regular, long-haul connections with a minimum of 1 weekly rotation, reaching a minimum of 15 rotations per year.
2 Including European Russia

The scheme, the obligations and the incentive system of this policy can be required by authorized Carriers and Authorities to:

We were in London! 24 peoples left Bologna for living a weekend in this exciting famous European capital. Travelling on British Airways flight BA2559 on last May 24 2008 after a 2 hours hop we have landing in Gatwick airport and than moved to Victoria where our Chairman attend to meet us for welcoming together in Great Britain.

Heathrow was the main task for most of us and someone wants to go in the downtown.

Weather was partly cloudy and overcast in some times but generally was surely mostly better than normal Brit days.

Good choice of airplanes, good airlinmes, Heathrow is again a gem in the contest of worldwide top leading airports.

Nice the dinner had so close to our accommodation in Pimlico and the night was different for many of our group, someone to the pub or in Piccadilly Circus.

Night and early morning so horrible, heavy rain and low clouds. Something better after 10am and in general we went to live the downtown from Vic Station, Buckingham Palace, The Mall, Trafalgar Square, The Parliament and Big Ben, Westminster Abbey, Tower of London and the Tower Bridge.

Flight back home was at 8:40pm and we have began to go to Gatwick by 6 catching the Southern rail line train, the cheapest too.

One hour of delay, a pint of cider or beer in the inside pub and boarding delayed by one hour due to congestion and late incoming aircraft arrival.

Weekend terminated with our landing in Bologna at 12:40am.

It was a great weekend, first trip from the launch of VolaBologna.

We are so close to the opening, last details are on the way to be fit and in the next days the new refurbished and expanded check-in lounge A2 will be fully on.

Its not a brand new opening, but its a part of terminal which has get a new expansion in term of surface available coupled by a new landside shaping styling.

It has continued to work because it house more than 2 dozen of check in desk and stopping them can it mean to stop part of the airport operations.

The new area have an expanded area at level 0. A new stair and escalator for convoying passengers upstair after check in. A new mezzanine where airlines and tour operator will have offices. Cleaning all the lounge and expanding it now they will use in full the check-in. In the past the limited space have formed many troubles and at same time check-in opening wasn’t too possible.

They has spent 3 million € for this new face lifting and expansion using new styling technologies such as a large use of steel, glass and alucobond.

SAB - Bologna Airport managing company is on the way to change its business model and many particpations in asset without today interests or that mature losses. Deleted participations in BAS - Bologna Airprot Services and announced recently that they seeking partners for Marconi Handling. In these days after that SEAF - Forlì airport managing company closed FY2007 with about 3,8 million € of losses and due to the 2007 is one of the many years closed with negative performances they decide to don’t participate to the money injection and reducing to zero % the presence in the asset.

Bologna until two years ago they has the full control with 60%, after to have selled 25% of shares to Regione Emilia Romagna and than refused to pay losses matured in 2006. After that they has reduced to 16,9% and now they lefts the asset.

Of course now there is competition between them, due to also the decision matured in Bologna airport management with new business plan recently released to go towards the low cost market.

In the local press published in Forlì in these days many article have spoken about this conflict situation.
